What do you call them?

While at the Checkmate beach compound Joe , Ryell, and I witnessed some strange kind of critter in the ocean. It just sat there in herds or groups or flocks or something.
We watched them for a while and to our amazement, two got up and scooted down the face of a wave but that was all that happened. The rest just sat there and floated together all day. We call them "Bobs" as this is all that they do. I think that it may be some kind of mating ritual. I am just wondering what you call gathering of Bobs....a flock?, herd?, school?(they did stay on the surface).

My vote is herd. I talked with one of those guys on Sunday and found out the real action was on the point so I walked out to where I could see a few times and sure enough that is where they were getting some waves. Looks like the Bobs we saw were the beginner surfers (Bobs) staying in close to shore.
